Alan has been employed at Scarborough Borough Council for over 32 years, having joined in 1990.  Whilst retaining the post of Borough Council Certificated Enforcement Officer, he is currently working in the Legal Section, primarily addressing Licensing enforcement/offences/prosecutions etc.

In2007 he moved over internally from the Finance Section (where he had been managing the Council's self financing 'Internal Bailiff Unit') to bolster the enforcement aspects of Licencing Services.

Local Government has several major revenue raising services that are all now required to become self-financing wherever possible.  Alan has lead a project to assess and streamline the Council’s fee charging structure in this area.

He continues to lecture for the IRRV Yorkshire and District Association on debt recovery and enforcement related topics including vulnerability aspects as required.  Alan has continuously served the Association for 23 years, since being first elected to the Association's Executive Committee in 1999.  He was previoulsy elected as Association President for 2007/8 and also served as Association Secretary from 2002 to 2010.

On 17 June 2022 Alan was elected again as Association President, this time for a 2 year period, setting out his key aims of working with colleagues to support students, resume face to face meetings/lectures (post Covid) and to raise the Association profile for new members particularly as LGR/Unitary Status plans are progressing at great pace in the Yorkshire region, driving enhanced joined up working practices.

Message from our President

Message from our President

On the 18th May 2010, I was elected and installed as President of the IRRV Yorkshire & District Association and it is an immense honour and privilege for me to welcome you to our Association homepage and I hope you find its contents most useful and informative.

This year’s Association Executive Committee represents all the streams of the Institute: Revenues, Benefits and Valuation, with vast operational experience gained over many years from the public and private sectors.

I hope that you will find time in your busy schedules to be able to attend some, if not all, of the events that the Executive has planned during my year of office; we look forward to giving you a warm Yorkshire welcome, wherever we meet throughout the region. In producing this year’s programme, we have tried to arrange an engaging variety of subjects for our membership. In particular, we seek to keep members informed of current and developing areas whilst not overlooking the more traditional topics. There will also be the chance to cross the Pennines and share an evening at a joint meeting with our colleagues from the Lancashire & Cheshire Association.

I would appreciate support this year from those who may not have recently attended one of our meetings, and I make a particular appeal to anyone who might not have been to an event before. These meetings are there for the benefit of the whole membership, so give one a try.

Students are an extremely important part of the Institute and I, together with the rest of the Executive want to assist in whatever way we can. However, you need to help us to help you. Prior to the main lecture at each monthly meeting, there will be the opportunity for you to receive assistance with your studies and the chance to network with other students. The best way to make this work is to communicate with the Secretary after you receive the calling note for the meeting detailing how we can help. We’ll do the rest to support you.

I also want to acknowledge the valued support of our Sponsors, and suggest you take the opportunity to consider the benefit of their services.

We plan to regularly update this homepage with reports, news and other useful information so please keep returning to the site. Feel free to communicate with either myself, the Secretary or any members of the Executive if you have any ideas for making this site work better for the membership.

This year, we are moving away from the traditional formal Dinner Dance. Instead we will be having a BBQ at Marriott Hollins Hall, Hotel, Baildon. The date is confirmed as Saturday May 12th and tickets are now available priced at £15.00 for adults, £5.00 children aged 5-12, children under 5 are free.

A drinks reception is at 6.00 with the BBQ starting at 6:30 and lasting until 8:00. There is a bouncy castle for children (and no doubt some adults), and a disco until midnight.

A Local Authority & Valuation Tribunal Service Perspective


Local Authorities were given the power to design their own Council Tax Reduction Scheme from April 2013, this has lead to variations across the Country in what help residents can get, and the various schemes have had and continue to have impact on the work of Revenue Officers

Many Local Authorities are now reviewing their schemes for the 2014/2015 financial year, and this key topic will be of interest to all those working in Revenues Departments.

The Association is fortunate inhaving two experienced speakers to come and debate this significant change in the way Council Tax is managed.

Martin Stubbs (Assistant Director of Revenues, Benefits & Payroll) at Bradford MDC and David Hendy from the Valuation Tribunal Service will debate topical issues.

You will note that we aim to provide a free lecture almost every month, you can claim CPD points for attending.

Our Annual Programme of lectures and meetings is prepared in June each year at our Planning Meeting.

Our first meeting is in usually in September. Although we do not have a meeting during December, we will be having a Christmas dinner this year in York where everyone is welcome to attend. Our year concludes with the Annual Dinner Dance and AGM &in May

We try to choose topical subjects and lecturers of the highest calibre, who provide their services and time free of charge.

We are keen to encourage Managers to include their staff by inviting them along whenever possible. It is important that we all attempt to bring along with us staff members and students.

We should be most grateful if Managers could advertise our lectures and meetings by circulating our e-mail Calling Notices, perhaps these can be placed on the noticeboard to include staff who have limited access to e-mail.

Thank you to all our colleagues at Sanderson Weatherall for hosting our November 2010, meeting in Leeds, which is scheduled to be on November 17th.

We are fortunate once again to have secured high-profile speakers, Jon Bestow.

Jon Bestow IRRV (Hons) was appointed Registrar and Chief Clerk of the Valuation Tribunal for England from 1 July 2009.  Jon is heavily involved in the drafting and implementation of the VTE Practice Statements as well as provided training to senior members and tribunal taking staff on the Act, Regulations and Practice Statements.

Jon has been involved with VTs for sixteen years and was previously a Regional Manager for the VTS and prior to that clerk to a number of Valuation Tribunals.  .  He was clerk to the Suffolk Valuation Tribunal when it was awarded an IRRV performance award.  He was also Secretary to the National Association of Valuation Tribunals for five years where he developed an appraisal and a modular training system for the membership.

The lecture will provide everyone with the chance to debate the implications of the latest/topical issues affecting managers and practitioners.

There will be ample opportunity for audience participation, including time for questions and sharing experiences at the end of the lecture. ALL MEMBERS, COLLEAGUES, LOCAL AUTHORITY EMPLOYEES AND STUDENTS ARE INVITED TO ATTEND WHAT WE TRUST WILL PROVE TO BE A VERY INFORMATIVE AFTERNOON.

Seminar: Dealing with Vulnerability and Suicidal Disclosures

Venue: City of Bradford Metropolitan District Council, Bradford City Hall, Norfolk Gardens, Bradford BD1 1UH

We have been extremely fortunate to obtain the services of Dave Chapman FIRRV, Managing Director at Rossendales to deliver this sought after training.  Dave is an experienced and leading speaker on Vulnerability within a Revenues and Enforcement context.  His course has been developed with the support of the Royal College of Psychiatry and the Money Advice Trust.

The seminar will consider the impacts of enforcement as well as recent challenges in customer engagement, including the requirements of the TCE Act surrounding the identification and treatment of vulnerability.  Delegates will gain an appreciation of what vulnerability is and how it can be dealt with, including both signposting and safeguarding.  The seminar will also address the worrying trend in suicidal disclosures to both Local Authority staff and Enforcement Agencies, how to deal with these difficult situations, the use of emotional intelligence and how to support staff following such disclosures

Joseph Surtees: Head of Debt Function Policy, Government Debt Management Function, Fraud, Error, Debt, and Grants - Cabinet Office

Joseph is Head of Policy of the Cabinet Office's Debt Function, which sets the strategic direction for government debt management, promoting and sharing best practice and common processes.  In this role he oversees the government fairness in the debt collection agenda, working closely with partners across sectors.

He joined the Cabinet Office from the Money and Pensions Service where he helped design the organisations policy promoting financial resilience among working age adults.  Previously he was at StepChange, the debt advice charity, running campaigns on the use of cold calling, low-income saving and debt enforcement.

Jonathan Shaw: Creditor Relationship Manager - Christians Against Poverty

As part of Christians Against Poverty’s External Affairs team, Jonathan managed their relationship within the Enforcement industry and assisted in resolving operational issues.

As an organisation Christians Against Poverty is striving to reach more indebted households across the UK, bringing those in isolation into the community and to give people hope of a better future, free from debt.

Mark Fearn IRRV (Hons): Project Lead / Interim Head of Service, Resources and Transformation - Walsall Council

Mark has 34 years experience in Revenues with both single and two tier Local Authorities and is the Revenue and Benefits Manager at Walsall Council.  Mark has twice been the President of the East Midlands Association of the IRRV and is a member of the Institute’s Local Taxation and Revenue Faculty Board.

Darren Kelk MCICM IRRV: Managing Director – Ascendant Solutions Limited

Darren has over 23 years’ experience in the Enforcement and Debt collection sector working on behalf of agencies in specialist areas including high volume low value consumer debt, commercial debt, tracing, building data platforms, debt purchase, field operations, local and central government and out sourcing.​

Edd Moore: Social Value Manager - Capita Enforcement/Specialist Services

Edd is the first Social Value Manager to be recruited within the Enforcement industry.  With several years of experience delivering projects into communities and working with vulnerable customers within Enforcement, Edd is well placed to talk about how to use technology to help identify and protect vulnerable customers.

Dr Phil Smith: Department of Works & Pensions

Phil has 15 years cross government experience in ensuring that high quality analysis drives policy and operational decision making processes.  He is accountable for a suite of products managed by the Risk and Intelligence Service that promotes increased performance and efficiency within the DWP and other Government Departments Debt operations.

This includes forecasting debt and debtor stock, recoveries and resource, providing analytical insight into processes and customer movements as well as supporting the delivery of improved digital products.

After graduating with a degree in Humanities in 1995, Vic has spent his entire career to date in Local Government Finance, predominantly working in Revenues and Benefits.  

Starting at Watford Council in 1996, he moved to Harrogate a year later to become a Council Tax and Non-Domestic Rating Assistant and began studying for his IRRV qualifications.

In 2000 he changed fields and moved to Benefits and has since held several posts, including his present role of Subsidy & Returns Officer, a position he has held since 2018.

Between August 2016 and March 2017 he took a secondment with the Department for Work and Pensions, helping to develop the Housing Benefit Assurance Process that replaces HB Count from April 2019.

Vic has been a member of the Yorkshire & District Association Executive Committee for the past 11 years, including two as Treasurer and two as President.   During this time he has helped to co-ordinate and deliver seminars and continues to contribute actively to its programme of events and activities.  He have also spoken at IRRV national conferences in Telford, Leeds and Crieff.

Andrew starting working within Revenues in January 1990 starting at South Norfolk Council as a Rating Assistant, moving to Richmondshire District Council in October 1998 as Senior Rating Assistant leading a small team responsible for the collection and recovery of National Non-Domestic Rates (Business Rate).  In 2002 he took the post of Senior Local Taxation Officer responsible for the collection and recovery of Council Tax and Business Rates of over £75 million each year at Selby District Council.

In April 2009 Andrew started working for Civica UK Limited as Revenues Business Analyst on their Authority Revenues product.  In May 2012 moved to Civica’s Electronic Document (EDM) and Workflow solution (now Civica 360) and then from  May 2015 worked as a Technical Consultant in Civica’s Education Resource products, including an accountancy software package.  From November 2020 Andrew moved to Civica's OPENRevenues product as Product Analyst.

Andrew obtained the full IRRV Qualification in 2003 and became an executive member of the IRRV Yorkshire and District Association in 2008 and served as the Association’s Secretary for 2013/14 and was elected Association President for 2015/16.

He took up Modern Jive dancing over 10 years ago.  He is undertaking a dance teaching qualification and is currently teaching Leroc Modern Jive.

Robert is an Executive Consultant for Rating and Compulsory Purchase Services at chartered surveyors, Sanderson Weatherall LLP, and is a fellow of RICS and a fellow of the IRRV.   

Robert is a past president of the Yorkshire and District IRRV Association and first joined the Rating and Valuation Association in 1989, (later changed to IRRV).  He is also a committee member and a past president of The Rating Surveyors’ Association and a member of the Compulsory Purchase Association.

His early career was with the Valuation Office Agency based in York, London, Harrogate and Leeds.  In 1989 he joined Weatherall Hollis and Gale in Leeds to establish a Rating department for the 1990 Revaluation.  He specialises in all types of Rating valuation, compulsory purchase and compensation and has been an expert witness at Tribunal as well as an independent expert on unusual Rating cases.

He has lectured in Rating to clients and students and has contributed articles to “The Valuer” on Business Rates.  He have spoken at both the IRRV Collection and Enforcement Conference and the IRRV National Conference, having attended many IRRV conferences and four joint IRRV/IPTI international conferences.

As a past member of IRRV Council he served on the Law and Research and Professional Conduct committees as well as the Valuation Faculty Board.  He has contributed to the Rating and Valuation work of the Institute for many years in local property taxation issues.

More recently he represented the RSA on the JPIVRF re-examining and reviewing of the Contractors’ Test method of Valuation for the 2017 Rating Revaluation.

Dear all.

I write in order to encourage all members to contact me, I want to give everyone the opportunity to play an active part in the delivery of our Annual Programme and Social Calender.

Accordingly can I ask all members to consider the kind of topics and venues that they would like us to consider for our monthly meetings/lectures.

Perhaps you would like to see more Recovery Topics or more Valuation Topics, I imagine that students may wish to request more student based topics, maybe lectures relating to examination techniques?

I also wonder if any of you have any preferred times for our meetings /lectures?

Our Planning Meetings are generally held each June when we prepare the Annual Programme, any of your suggested alterations could be introduced immediately. Our first meetingh and lecture is normally planned for September.

March Meeting - Wednesday 16th March in Rochdale

Thank you to all our colleagues at Rochdale MBC for hosting our March which is our annual joint meeting with our colleagues from the Lancashire & Chesire Association.

The meeting is scheduled to be on Wednesday March 16th.

We are fortunate once again to have secured high-profile speakers, Dave Chapman from Rossendales.

The lecture will provide everyone with the chance to debate the implications of the latest/topical issues affecting managers and practitioners.

There will be ample opportunity for audience participation, including time for questions and sharing experiences at the end of the lecture. ALL MEMBERS, COLLEAGUES, LOCAL AUTHORITY EMPLOYEES AND STUDENTS ARE INVITED TO ATTEND WHAT WE TRUST WILL PROVE TO BE A VERY INFORMATIVE AFTERNOON.

The presentation will commence at 6.00 a buffet will be served from 5.00 - 6.00

I have worked within Revenues and Benefits for over 20 years now, starting as a Recovery Clerk on a 3 month contract back in 1991. Since then I have held 9 other posts in several different councils; not quite a jack of all trades but certainly a master of none! I have been working in Yorkshire for around 9 years, and have been an active member of the Yorkshire Exec for the last 8 years.

My main interest is in education – I tutor in Council Tax law and I am also an external verifier for the NVQs.

We are always keen to hear from students and encourage their participation, particularly by finding ways of increasing the student participation at our monthly meetings & lectures.

STUDENT MEETINGS (A New Initiative)

Each month we are hosting a student meeting (this takes place whilst the Executive Members hold their meeting).

You will be met and welcomed initially by our Education Liaison Officer (and Assistant Education Liaison Officer).

Janet Whitaker of Calderdale Council Tel 01422 393555 (who is a student) has generously offered to "Chair" the student meeting and help us with the co-ordination and communications.

A great opportunuity for students to meet and discuss their studies. A member of the Executive will volunteer to spend some time with you to look at any topics you wish to raise. You may wish to review past examination papers a well. Students are also asked to assist us in the preparation of our Annual Lecture Programme.

By all means contact our Secretary at any time with your suggestions for our Lecture Programme.
